Oregon Relay Service
Oregon Telecommunications Relay Service is a public service which guarantees all citizens access to prompt, professional and accurate communication through the telephone. Consumers of these specialized services, specifically individuals whom are deaf, deaf blind, hard of hearing or whom are speech disabled, can communicate on the telephone via TTY (teletypewriter or text), Voice Carry Over (VCO), Hearing Carry Over (HCO), Speech-to-Speech (STS), Spanish and Captioned Telephone in order to connect with family, friends or businesses with ease. Communication Assistants (CA) complete all calls and stay on the line to relay messages electronically over the TTY, or verbally to hearing parties.
OTRS handles local and long distance calls, and allows you to place and receive calls from anywhere in the world 24 hours a day, 365 days a year. Calls are billed at the carrier’s designated rates.
Under Oregon State law, deaf, deaf blind and hearing impaired persons who are determined by the state to be eligible can obtain special teletypewriter (TTY) equipment, amplified telephones and signaling devices to assist in their telecommunication needs.
Eligibility for services will be determined by the Public Utilities Commission of Oregon. Interested person should call:
